Speaker Biographies

Raghu Banerjee is President at J.P. Kenny India (Wood Group). He has over 30 years experience of which a total of nearly 15 years have been spent in Indian off-shore projects. His field of work in off-shore projects has been Foundations, Pipeline engineering and project management. Mr. Banerjee moved on to work as Senior Project Manager in on-shore gas processing and petrochemical projects and subsequently as Head of off-shore turnkey projects division and Pipelines Division of EIL. Mr. Banerjee has over 20 publications in national/international journals/seminars. Besides post graduate qualifications in management, he holds post graduate degree in civil engineering from I.I.T-Kharagpur.

N. Bose Babu is Chief Manager-Technical Services, Gujarat State Petronet Limited where he is responsible to standardize the Gas Grid Engineering, specifications and construction methodologies. The company had already 1348 kms in operations, 257 kms under construction and 690 kms is under engineering stage. Mr. Bose Babu has over 17 years of experience in management, business strategy development and managing cross-country pipeline projects. He is also responsible to provide technical support to GSPC-Gas company, this company is into City gas distribution. It includes the supply of Piped Natural Gas (PNG), industrial and commercial users. Before joining GSPL, he worked for M/s Det Norske Veritas, Norway for about 5-1/2 years with prime responsibility of inspection of materials, pipeline projects and ISO 9001 Certification. Mr. Bose Babu received a Bachelor of Engineering (Production) from Nagpur University.

Randy Chambers is General Manager, Magpie Technology and Global Support, at T.D. Williamson, Inc. USA where he has responsibility for honing in on the global needs and developing plans to meet the inspection needs, creating new technology roadmaps and new technological development, providing training and direction for Field Technicians, Data Analysis capabilities and sales globally, and directing all engineering and product ILI development teams, mechanical, electrical and internal software development activities, including firmware. Mr. Chambers joined TDW in 2006 as the Engineering Manager overseeing the Mechanical Electrical Software and documentation organizations. Prior to joining TDW, he was employed by Motorola for 18 years, starting as a mechanical engineer, developing a 2-way radio systems, hand held devices and accessories.

J. Alan Kehr is a Technical Marketing Manager – Pipeline Coatings at 3M Company USA. Mr. Kehr has 40 years experience in the pipeline coatings industries, including research and development of coatings, marketing, and technical service. He has been active in industry associations including NACE, ATM, CSA, and ISO. Mr. Kehr earned his B.S. degree in Chemistry from the University of Nebraska and MBA from the University of Texas-Austin. He authored, Fusion-Bonded Epoxy (FBE): A Foundation for Pipeline Corrosion Protection, published by NACE International in 2003.

Raj Kumar is Senior Manager, Pipelines Engineering Department, Engineers India Limited, New Delhi and proud to be the youngest senior manager of Engineers India Limited, a premier engineering consultancy organization. Mr. Kumar has 17 years of experience in design, detailed engineering, coordination and construction management of Onshore and Offshore Pipelines and Terminals. The experience covers pipeline projects to handle natural gas, crude oil, refined petroleum products, highly corrosive and sour products and covering Feasibility Studies, Front End Engineering and Design (FEED), Detailed Engineering, Material Procurement, Tendering Project Management and Construction, standardization and quality assurance. Mr. Kumar has a Bachelor degree in Mechanical Engineering from ITR-BHU, India.

Rolf Gunnar Lie is Regional Business Development Manager at TDW Offshore Services in Singapore Mr. Lie is responsible for the Southeast Asia and Australia market. His responsibilities include sales, marketing and project execution. He is working closely with TDW Offshore Services (center of excellence) in Norway in mobilizing and executing SmartPlug projects in the region. Prior to this position from 2006 to 2007, Mr. Lie worked as the Regional Manager for TDW Offshore Services LLC in Houston and was responsible for North and Latin America. From 2003 to 2005, he worked for Plugging Specialist International (PSI) as an Engineering Manager until PSI was acquir3ed by TDW at the end of 2005. Before joining PSI in 2003, he worked for about 10 years for the manufacturing/engineering industry in Northway as Project Engineer, Project Manager and Engineering Manager.

Mark Linton is the Global Business Director at IONIK Consulting, A Wood Group Company, where is responsible for the management of the global business. IONIK Consulting provides lifecycle Asset Integrity Services across the Oil and Gas industry. Mr. Linton has over 25 years broad based structural, pipeline and subsea engineering and project management experience in the Oil and Gas industry, in various locations within Europe, Middle East, Asia Pacific, North Africa and Australia. This experience has been gained whilst working at several industry levels: Contractor, Consultant, Government and Operator. His area of specialist expertise is Asset Management. Mr. Linton holds a degree in Mechanical Engineering.

Thomas G. Loughlin is Executive Director at ASME in New York City, becoming only the 13th Executive Director in the Society’s prestigious 129-year history in July 2008. ASME is a not-for-profit professional organization that promotes the art, science and practice of mechanical and multidisciplinary engineering and allied fields. Since Mr. Loughlin joined ASME in 1993, he has been a significant contributor to the organization’s growth, both in the U.S. and internationally. He has led several noteworthy initiatives in areas ranging from membership development to e-commerce, from global partnerships to a major strategic reorganization that has left the Society fiscally strong and poised for growth. A leader in association management with a strong record in strategic planning and organizational assessment, Mr. Loughlin, a Certified Association Executive, served - among other leadership roles-as ASME’s Deputy Executive Director and Second Assistant Treasurer. Only four years out of college, Mr. Loughlin co-founded Security Techniques Inc., a maker of security hardware projects for specialty markets. He previously worked at Emhart (now Black & Cecker) as a product development engineer and project manager; and at Securitas (now Assa/Abloy) as a chief engineer and marketing manager. While at Securitas, Mr. Loughlin was relocated to Sweden to work as the principal technical liaison between the parent company and its U.S. subsidiary. Mr. Loughlin received his degree in Mechanical Engineering from Lafayette College and holds five U.S. patents. He has received numerous awards, including the Keystone Award for Excellence in Membership from the American Society of Association Executives (ASAE).

Michael Lubberger, Grad. Eng. (FH), is a Product Manager HDD/Oil & Gas in Tunnelling Technology/Mechanical Engineering at Herrenknecht AG in Schwanau Germany. Mr. Lubberger’s field of activities includes enlarge product portfolio of the HDD technology, enlarge field of application for HDD e.g. upwards drilling technique, development of the SDD technology, and development of international sales strategy for the oil and gas business. Since 2002, his other positions at Herrenknecht AG have included Senior Project Manager for HDD related Projects, Project Manager of Present Projects and Design of New Projects, and design Engineer of HDD Drilling Rigs and Equipment. Mr. Lubberger received a Diploma and sat for his exams from the University for Applied Science in Mechanical Engineering.

Ken Paulson, P. Eng, Conference Chair and Technical Leader, for the National Energy Board (Government of Canada) in Calgary, Alberta. In his current role, Mr. Paulson provides technical oversight and direction to the technical work of the National Energy Board within the Operations Business Unit. Prior to assuming his current position, Mr. Paulson was actively involved in the development of goal-orient4ed regulatory approaches for the energy sector. He developed the NEB’s Processing Plant Regulations and the draft Damage Prevention Regulators, In addition, he developed the current version of the Guidance Notes for the Onshore Pipeline Regulations and the Canada Oil and Gas Diving Regulations. Mr. Paulson has assisted other governments within North and South America in the development of their safety and engineering regulations as they apply to the oil and gas sector. Prior to graduation from the University of Saskatchewan in 1986, Mr. Paulson worked as a pipeline inspector. He maintains an active involvement in the industry through ASME and other industry organizations. Mr. Paulson also provides instruction for the Canadian Standards Association on their pipeline standard, CSA Z662 Oil and Gas Pipeline Systems.

Michael Rosenfeld is President and Senior Structural Engineer at Kiefner and Associates, Inc. in Worthington, Ohio. Mr. Rosenfeld is responsible for Pipeline Failure Investigations, Fitness-for-Service Assessments, Regulatory and Standards Compliance, and Integrity Management. He is a member of ASME B31.8 Section Committee, B31 Mechanical Design Committee, B31 Standards Committee, and ASME Board of Pressure Technology Codes & Standards.

Joe Paviglianiti, P.Eng., is an Engineering Technical Leader at the National Energy Board (NEB) in Calgary, Canada. Mr. Paviglianiti has 30 yeears of experience in the oil and gas industry. He is a certified NDE technician and worked in oil and gas facility construction for 14 years before obtaining a B.Sc. in Civil Engineering from the University of Calgary. Joe has been with the NEG for over 13 years and his responsibilities include auditing and reviewing integrity management programs and engineering assessments and conducting failure investigations. In addition, Mr. Paviglianita provides input into regulatory and standards development and is the current chairman of the CSA Z662 Technical Subcommittee on Construction and a member of the Materials Technology Laboratory Advisory Committee on Non Destructive Testing Personnel Certification.

Sanjay Prakash is Senior General Manager, Health Safety, Environment and Quality at Punj Lloyd Limited in Haryana. Mr. Prakash’s responsibilities as Head of the Department for HSE&Q at Punj Lloyd Limited world wide operations include establishing, implementing and maintaining management systems, including monitoring of compliance; providing technical support to all sites; building team for execution of projects; supporting marketing function in evaluating technical bids from HSE & Q angle; participation in selection of competent professionals; and resolving technical problem of sites. Prior to assuming this current position, Mr. Prakash had served in Det Norske Veritas as Operations Manager, North India. As a registered lead assessor auditor for ISO 9001, ISO 14001 and OHSAS 18001, he has performed value added audits in more than 500 companies comprising of Refineries, Pipelines, MNC’s such as Flour, HLL, Sony, Becton and Dickenson, etc. Mr. Prakash has more than 20 years with association in the Oil and Gas Industry and has played an active role in provoking the industry for using Occupational Health and Safety Management System to improve efficiency and was the key participant to bring this standard to India in 1997.

Ashwani Soni is Head of Department, Pipeline Project Department, Engineers India Limited and Conference Co-Chair. Mr. Soni has over 28 years of diversified experience in design, detailed engineering, coordination and project management of onshore and offshore pipelines and terminals. The experience covers pipeline projects to handle natural gas, crude oil, refined petroleum projects, highly corrosive and sour products and covering Feasibility Studies, Front End Engineering and Design (FEED), Detailed Engineering, Procurement, Project Management and Construction, standardization and quality assurance. Mr. Soni has a Bachelor degree in Mechanical Engineering from IT-BHU, India and an BMA degree from the Faculty of Management studies (FMS), Delhi.

Pradeep Thomas is Head, Software/GIS Application Development Team at Secon Private Limited. Mr. Thomas joined SECON Private Limited, Bangalore in 2002 with over 13 years of Information Technology experience. He heads the Software/GIS Application Development Team and coordinates the Geospatial services across various offices of SECON that includes Client/Corporate Relationships, Project Management, and Delivery Management, Inc. Mr. Thomas has a double degree both in Mathematics (B.Sc.) as well as Education (B.Ed.). Recently, he completed his Executive MBA from Indian Institute of Management, Bangalore (IIMB) and is an active member with Alumni Association of IIMB.

Munendra S. Tomar is Project Manager, Development, at Applus RTD Quality Services where he has been for the last year involved with pipeline inspection and integrity management. He has published and presented at various forums including NACE (National Association of Corrosion Engineers), IPC (International Pipeline Conference), ECNDT (European Conference on NDT), QNDE (Quantitative NDE), PTC (Pipeline Technology Conference), etc. Some of his key projects have included design, development and implementation of a data management system, iDART, comprising a hand-held PC based data accumulation unit, on-site reporting module using a laptop application and a centralized database for archival and a web-based secure data and document retrieval system; design and development of a web-based application, TIPS, as a business development tool that utilized probabilistic simulation to implement scenario based management in pipeline projects; development and implementation of a process for statistically estimating the bias in MFL data by comparing samples from MFL and Laser Profilometry measurements; development and demonstration of a first ever Laser-Ultrasonics based tool for depth measurement of stress corrosion cracks; and develop of in-situ procedure for determination of inter-granular versus trans-granular cracking.

Patrick Vieth is Director and Head of Asset Risk Management at Det Norske Veritas Columbus, Inc. in Dublin, Ohio. Mr. Vieth is a Mechanical Engineer and has over 20 years of experience in pipeline integrity, defect assessment, and pressure vessel fracture behavior. Mr. Vieth’s expertise is primarily directed toward transmission pipeline industry where he works with pipeline operators with the development and implementation of short-term and long-term integrity management programs. This work primarily involves working with pipeline operators to develop programs to reduce the likelihood of failures through in-line inspection, hydrostatis testing, direct assessment, risk assessment, and fitness-for-purpose assessment. Mr. Vieth has contributed to the development of the Asset Risk Management (ARM) group that was primarily designed to support the management of pipelines and facility piping that has undergone various forms of material degradation.

Richard (Dick) Williamson is Chairman of the Board at T.D. Williamson, Inc. in Tulsa, Oklahoma. In his current role, Mr. Williamson oversees the operations of the business as well as directs the work of the Board of Directors. Mr. Williamson started with TDW in 1971 as an engineer and has held various management positions. In 1979, he was named Executive Vice President and Chief Operations Officer. He assumed the position of President and Chief Executive Officer in 1992 and was elected Chairman of the Board in 1994. Mr. Williamson has served on the Board of Directors of the Western Energy Institute, chaired the American Gas Association/Equipment and Services Section, the Gas Appliance Manufacturers Association/General Equipment and Services Division, as well as the American Society of Mechanical Engineers/Pipeline Services Division. He received his Bachelor’s degree in Chemical Engineering from the University of Oklahoma and Masters of Business Administration from Northwestern University. He also attended the Stanford University Executive Development Program in 1982.
