Mr. Balkey is Vice President, ASME Nuclear Codes and Standards for a term
of office from June 2005 – June 2008. He also serves as Chair, ASME
Board on Nuclear Codes and Standards, where he is currently leading the implementation
of ASME Continuity and Change initiatives, including the use of the Balanced
Scorecard approach. Mr. Balkey is a Consulting Engineer with Westinghouse
Electric Company in Pittsburgh, PA with over 33 years of service in the nuclear
power industry, and his company has successfully utilized Balanced Scorecard
measures for more than 5 years. He has produced more than 100 publications
and documents relating to risk evaluations of the integrity of nuclear power
plant piping, vessels and structures, and the performance of components using
state of the art probabilistic assessment techniques.
Mr. Balkey also serves as a Senior Technical Advisor to the ASME Innovative
Technologies Institute LLC, providing consultation on the development of guidance
for Risk Analysis and Management for Critical Asset Protection (RAMCAP), working
with the U.S. Department of Homeland Security.
Mr. Balkey served as Chair of major ASME Research efforts on risk-informed
inspection and testing supported by more than 15 international organizations
and exceeding $1 million of financial support that he helped to raise for
the Society. He has actively supported the efforts of the Pressure Vessel
& Piping, Safety Engineering & Risk Analysis, and Nuclear Engineering
Divisions of ASME over the past 25 years, and he has organized and conducted
ASME Education and Training Courses related to his field of expertise.
Mr. Balkey earned B.S. and M.S. degrees in Mechanical Engineering at the University
of Pittsburgh.
